พอผมเปลี่ยนไปใช้อีกตัวที่ท่านแถมมาให้สำหรับ Appserv มันก็ขึ้นแบบเดิมเลยครับ

ให้แก้ไขใน EditPlus แทน Notepad และ Encoding เป็น UTF-8 ด้วยครับ
